What is the Certificate of Professional Competence (CPC) and why study for it?Applicants for a Standard Goods (Haulage) Vehicle Operators Licence must show that they are 'professionally competent' or that they employ an active transport manager who meets that requirement. Persons will be considered 'professionally competent' by passing the CPC examination conducted on behalf of the government by Oxford Cambridge and RSA Examinations (OCR). For International transport operations the applicant must also hold an International CPC. Gaining a CPC enables individuals to apply for or retain an operators licence or employment as a transport manager, either directly or through an agency. These qualifications have been accredited to the National Qualifications Framework (NQF) at Level 3 and as such are eligible for public funding. They may also form a progression route to higher level courses such as the Higher National Diploma (HND) or other appropriate higher education qualifications From an employer’s perspective, having more than one CPC qualified employee removes dependency on one person to meet the ongoing requirement of their 'O' licence. Success in gaining these demanding’ CPC qualifications will serve as an indication of an employees ability and motivation, will give them the ‘bigger picture’ about your operation and can be useful in career development and succession planning. There are no formal entry qualifications but candidates need to have a standard of literacy, numeracy and industry knowledge appropriate for a person working at Level 3. There is a lot to learn and candidates will need to have a high level of commitment and motivation to succeed. What format does the CPC examination take? National and international examinations take place four times per year, usually on the first or second Friday in March, June, September and December and can be taken only at OCR approved examination centers. Candidates can take both national and international examinations in one sitting or can take just the international exam if they already hold the national CPC. Candidates MUST registered for the examination before its cut-off date, usually one month in advance of the examination date. Candidates enrolling for an all inclusive course will be registered for the exam and the fees are included within the course fee. The OCR freight examination format from 1st January 2006 is: · UNIT 1: Understanding the legal and business context for Road Haulage Operations. 30 multiple choice questions to be answered in 45 minutes. The unit covers core subjects for both road freight and passenger transport including business law, industrial relations, health & safety, financial management, commercial conduct, marketing, environmental management and taxation. The pass mark is 70%. · UNIT 2: Understanding National Road Haulage Operations. 40 multiple choice questions to be answered in 60 minutes. The unit covers operator licensing, vehicle taxation, contracts of carriage, electronic data, weights and dimensions of vehicles and loads, safe loading and transit of goods, plating and testing, construction and use regulations, lighting, inspections, roadside checks, drivers hours and records, driver licensing, speed limits, traffic regulation, accident procedure and insurance. The pass mark is 70%. · UNIT 4: Managing National Road Haulage Operations. 8 multi-part questions based on a case study or scenario about a fictitious transport company, to be answered in 120 minutes. Four of those questions test knowledge of four key topics, namely operator licensing, drivers hours and records, maintenance planning and vehicle costing. The other four questions will be drawn from the following areas: business & company law, health & safety, financial management, weights and dimensions of vehicles and loads, safe loading and transit of goods, driver licensing, accident procedure, insurance, people management, organisational charts, performance indications, work plans and vehicle selection. The pass mark is 50% but candidates must score at least 65% in the four key topic answers. · UNIT 6: Managing International Road Haulage Transport Operations. Some 10 -12 direct questions requiring two or three sentence answers in 60 minutes. Questions may be asked on contacts of carriage, drivers hours and records, fiscal charges, financial management, costing international journeys, insurance, invoicing, incoterms, operator licensing, permits, methods of operation, customs, frontiers, vehicle specifications, specialist operations and international transport documentation. The pass mark is 60%. For national operations, candidates must pass units 1, 2 and 4, though not necessarily at the same sitting. Interim certificates are issued for individual unit passes and a full CPC certificate is issued when all units are passed. For international operations, candidates must pass unit 6 providing they already hold the national qualification or gain it on the same examination date. As a rough estimate the minimum home study time for national students taking units 1, 2 & 4, with no prior knowledge of syllabus content is 135 hours. The estimated minimum home study time for novice international students is 78 hours. Candidates should ensure they have sufficient free time to complete the course. Who is the CPC trainer and how is he qualified to train in CPC?M & M Training Limited's CPC trainer is Mike Charlton. He holds a Cert. Ed. in Post Compulsorily Education and a BA (Hons) in Police Studies. Many aspects of his former (as a police officer) and current (as a small business proprietor) occupations feature in the CPC syllabus. He studied for the December 2002 CPC national freight examination, gaining the qualification and first hand knowledge of the learning requirements. An accomplished trainer who knows how to help people learn, he is committed to helping his students pass these demanding examinations. What CPC training does M & M Training Limited offer and what does it cost? The venue for our CPC examinations is normally the Parkway Transport Technology Centre at Stoke Gifford, Bristol. This is easily reached from exit 16 of the M5 or exit 19 of the M4 motorways. Candidates unable to conveniently attend this location may wish to consider taking our home study course in combination with an examination, arranged by themselves, at another OCR approved examination centre. A list can be obtained from the OCR web site or by telephoning them on 02476 470033. Alternatively, many colleges host these examinations and it may be worth a direct enquiry of a local college. We recommend that candidates confirm the availability of an alternative examination venue before booking with us. Candidates MUST be registered for an examination at an OCR approved centre, before its closing date, usually one month in advance of the examination. How do I book a course and what happens next? Follow this link to the booking form page. Since we need a signature you will need to print, complete, sign and send it to the address thereon. Please enclose your cheque for the full amount made payable to M&M Training Limited. Course bookings will be confirmed on receipt and, for candidates taking the supported courses, will result in you being sent several start-up documents to read. These will include a study hours availability form which we ask that you carefully and realistically complete and return. From this we can agree your study schedule and target examination date. A study manual, updated after each examination, will be ordered following clearance confirmation from our bank of the course fee. You should allow 4-5 working days following our receipt of your booking for this process, and typically, another 4-5 days for delivery of the manual, meaning that you will hopefully be ready to start within 8-10 days of our receipt of your booking.
